the absence of necessary facilities must constitute a

serious inconvenience to merchants interested in the

import trade of China passing through the port of Hongkong,

and indeed the absence of such facilities may ultimately

result in a considerable decrease in the trade between

Hongkong and China porte. A period of grace is allowed

by the Chineas Customs, i.e., September and October, and

it is our sincere hope that arrangements can be made

during that period for facilities to be provided in

the port of Hongkong for the issuance of the Jonsular

invoices now required by the Government of China.
